PROBLEM TO BE SOLVED: To enable easy expansion of a place in which a public wireless LAN service is available. SOLUTION: On a mobile access point 1, a portable terminal, there are mounted a wireless communication function on a WAN side which uses a PHS service or a portable telephone service, and a wireless communication function on a LAN side for communicating with a terminal located near. In response to a request through wireless LAN communication from a personal computer 2, which is a terminal of the owner of the mobile access point 1, the mobile access point 1 is connected to an ISP 3 on a PPP connection basis, and the personal computer 2 is connected to the Internet 4 via the ISP 3, the PHS communication and the wireless LAN communication. For example, the mobile access point 1 is also open to other users subscribing the same ISP service as the owner.
