Summary:PROBLEM TO BE SOLVED: To provide a toner carrier, a developing device, a process cartridge, and an image forming apparatus which have a distribution of appropriate stable charged toner and to provide an image carrier capable of responding to environmental problems. SOLUTION: The toner carrier renders an electrostatic latent image visible by holding toner thereon while rotating and by supplying the toner onto an image carrier in contact with or close to the image carrier on which the electrostatic latent image has been formed. The toner carrier has a coating layer on its substrate. The ionization potential of the coating layer is smaller than the ionization potential of the toner by 0.1eV or more.
