SOLUTION: This water-containing gel is formed by refrigerating and thawing a gelled substance obtained by blending a mixture of an end isocyanate group-containing polyurethane resin (C) being a reaction product of a liquid polyol (A) in an amount% of at least 70 wt.%, a polyisocyanate (B) a filler (D), with a copolymer formed by copolymerization reaction of ethylene oxide (a) and propylene oxide (b) in the range of the weight ratio (a)/(b) of 50/50 to 90/10, with water.
