Summary: | PROBLEM TO BE SOLVED: To provide a method for inter-cell interference coordination using power planning in a radio communication system. SOLUTION: In a method for inter-cell interference coordination with power planning in a radio communication system employing multi-carrier techniques such as OFDM for the air interface communication between a network (N) and a plurality of user terminals (T1 to Tn), the network (N) comprises a plurality of base stations (NE1 to NE7) having means for communication with the user terminals (T1 to Tn) located inside their cell service areas, the cells are arranged following an adjacent cell pattern, where neighbor cells do not have the same number and cells with the same number are separated by at least one cell in-between, for resource planning purposes, and each cell has an inner cell region (IC) and a border cell region (OC) in which inter-cell interference is affecting the quality of service received by a user terminal (T).
