Summary:PROBLEM TO BE SOLVED: To provide a waiting time informing system for accurately detecting a waiting time and informing a user thereof even when ropes are set to restrict the arrangement of waiting lines, and to provide its method and program. SOLUTION: An identifying part 102 uniquely identifies persons imaged by an imaging part 101. A waiting line detecting part 103 detects that the waiting lines are formed by the persons uniquely identified by the calculation of the number of persons. A partition line detecting part 111 detects partition lines using moving tracks of the persons detected by a track detecting part 113. Waiting times are calculated for all users or specified users forming the waiting lines from the waiting lines detected by the waiting line detecting part 103.
