Summary: | PROBLEM TO BE SOLVED: To reliably connect a terminal requiring connection to a server, and to achieve reliable services. SOLUTION: There are provided: a step ST1 for determining whether there is an incoming call from a terminal after a public network connected by a connection request to the terminal is disconnected; steps ST2, ST3 for receiving an ID and a password from the terminal for performing authentication when the public network is connected after connecting the public network in the case of an arrival signal from the terminal; a step ST4 for determining whether the ID and the password are correct and confirming that the terminal is registered by using data in a storage means for storing a terminal number; steps ST6, ST7 for shifting to PPP processing to acquire the terminal number when the terminal has been registered; a step ST8 for determining whether the terminal is a terminal requesting activation; and steps ST9-ST11 for performing services corresponding to a plurality of terminals registered based on the determined result.
