Summary:PROBLEM TO BE SOLVED: To provide a means for temporarily interrupting/restoring the transfer of a location registration packet and a user packet transmitted from an MN, and a means for indicating the fact that the network side has no trouble but an HA interrupts the transfer of the packet to the MN. SOLUTION: At an HA, BC in the HA is deleted in order to stop the service of a specified MN. In a state of being out of service, no BC is generated even if location registration is carried out anew so that a location registration request from the MN is not received. In the state of being out of service, a location registration acknowledgement message indicating that the location registration request from the MN is not received is sent back to the MN. When the MN performs location registration repeatedly in the state of being out of service, the location registration acknowledgement message is not sent back but discarded and the BC is not generated.
