Summary:PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of stably forming a high-quality image, and to provide processing methods for an intermediate transfer body and a conductive rotating member to obtain the intermediate transfer body and the conductive rotating member which are inexpensive, whose change over time in electric resistance is small and whose lives are prolonged even in the case of using material whose calcining temperature is low. SOLUTION: An intermediate belt 21 is processed and stabilized by using a stabilizing processing device 20 constituted of: the intermediate transfer belt 21 circularly moving; a ground roll 23; and a power source 25, and repeating a contact step of bringing plain paper 24 into contact with the intermediate belt 21 in a state where bias voltage from the power source 25 is applied while making the plain paper 24 intervene between the intermediate belt 21 and the ground roll 23, and a peeling step of peeling the plain paper 24 from the intermediate belt 21 with which the paper 24 is brought into contact in the contact step.
