Summary:PROBLEM TO BE SOLVED: To provide mixed soil for forming a surface layer of clay ground having good water retentivity and water permeability. SOLUTION: The mixed soil is a mixture of fibrous conifer bark obtained by cutting conifer bark, recycled stones obtained by adding cement to construction sludge such as bentonite and hardening the same, and earth and sand. The mean fiber length of the fibrous conifer bark is preferably set to 20 mm or less. The mean particle size of the recycled stone is preferably set to 6 mm or less, and the mean particle size of earth and sand is preferably set to 5 mm or less. The proportion of the mixed soil satisfies the following relationships. The fibrous conifer bark takes up 20 to 40 mass%, the recycled stones take up 10 to 30 mass%, and the earth and soil take up the remaining portion. To form the clay ground by using the mixed soil, first a substrate layer is formed by laying and leveling recycled rubble having a mean particle size larger than that of the recycled stones, and then the surface layer is formed by laying and leveling the mixed soil on the substrate layer.
