Summary:PROBLEM TO BE SOLVED: To provide a method for easily and inexpensively manufacturing an optical coupler for stably branching entered light to respective optical fibers, and to provide its manufacturing device. SOLUTION: In the manufacturing method of the optical coupler, after a center fiber 11 and peripheral fibers 12, 13, 14 are arranged in parallel and fusion parts 15 are heated, the center fiber 11 and the peripheral fibers 11, 12, 13, 14 are twisted, thereby friction coefficients of the center fiber 11 and the peripheral fibers 12, 13, 14 are increased, so that they do not slide when the center fiber 11 and the peripheral fibers 12, 13, 14 are brought into contact mutually.
