Summary:PROBLEM TO BE SOLVED: To provide a monitoring camera apparatus capable of accurately and inexpensively detecting flames on a photographed image. SOLUTION: In the monitoring camera device, an output of a line A1 and an output of a line A2 in a solid state image pickup element 2 provided with a complementary filter are properly multiplied by correction coefficients C1, C2 so that the balance of outputs from the element 2 is corrected. When doubt of a fire is judged in a normal photographing state (a state that the correction coefficients C1, C2 are fixed by previously determined constants), the correction coefficients (C1, C2) of the normal state are changed to correction coefficients (C1', C2') optimized to flame reaction, a color difference signal in an axis changed state is generated and a fire is judged on the basis of the color difference signal.
