Summary:PROBLEM TO BE SOLVED: To provide a concrete protective material which prevents occurrence of cracks and occurrence of peeling or the like in a coating, caused by inner stress due to curing shrinkage during application and by thermal shock such as a change in atmospheric temperature after the application, and which has excellent durability such as alkali resistance, and to provide a method for producing the concrete protective layer and surface-treated concrete. SOLUTION: The concrete protective material contains (A) an unsaturated polyester, obtained by compounding and reacting (a) a mol of polyethylene-2,6-naphthalate, (b) b mol of an α,β-unsaturated dibasic acid and/or its acid anhydride, (c) c mol of a saturated polybasic acid and/or its acid anhydride, (d) d mol of a hydrogenated bisphenol A propylene oxide derivative expressed by a specified formula and (e) e mol of a polyhydric alcohol, (B) an ethylenic unsaturated monomer having a polymerizable double bond in its molecule, and (C) glass flake.
