PROBLEM TO BE SOLVED: To provide an exhaust heat recovery system having simple construction permitting the recovery of heat from exhaust gas without increasing heat transfer tubes. SOLUTION: The exhaust heat recovery system comprises a scrubbing exhaust heat recovery device 4 provided on the downstream side of an economizer 2 using exhaust gas G from a boiler or a water heater for preheating make-up water W to be supplied to the boiler or the water heater, where heat exchange is made between the exhaust gas G passing through the economizer 2 and the make-up water W to be supplied to the economizer 2, an upstream side feed water tube 5 for supplying the make-up water W to the scrubbing exhaust heat recovery device 4, and a downstream side feed water tube 6 for guiding the make-up water W preheated in the scrubbing exhaust heat recovery device 4 to the economizer 2. The exhaust gas G passing through the economizer 2 and the make-up water W supplied by the upstream side feed water tube 5 are put in direct contact with each other for heat exchange in the scrubbing exhaust heat recovery device 4.
