SOLUTION: The skin lotion or the cosmetic comprises the potassium-based alkali reduced water as the raw material water which is obtained by using a three-chamber type electrolytic cell, putting KCl as an electrolytic auxiliary in an intermediate chamber and electrolyzing pure water, has pH about 10-12 in formation and about -500 to -900 mV (vs. Ag/AgCl) ORP (oxidation-reduction potential).
