SOLUTION: The through-holes h are formed by inserting a core bar 2 having a notched part 2k in two places on two outside parts which are opposed across the center part into the pipe member P and cutting off two outer peripheral edge parts Pe of the pipe member P corresponding to the notched parts 2k at the same time with a pair of cut punches 3 for performing press-cut in the direction orthogonal to to the axis of the pipe.
