PROBLEM TO BE SOLVED: To provide a method and a system for efficiently processing an incoming telegram that a financial institution receives at the time of a transfer request. SOLUTION: The system is provided with a transfer propriety judging means (incoming telegram processing part 26) matching information on an account name and an account number of a transfer destination, which are included in the incoming telegram received from the other financial institution being a deliver source of the incoming telegram, with information on a master file where information of the account name and the account number are previously stored and judging propriety of a transfer processing, an inquiry telegram output necessity discriminating means (incoming telegram processing part 26) discriminating output necessity of an inquiry telegram based on whether inquiry necessity discrimination information 22 for discriminating output necessity of the inquiry telegram against the financial institution being the deliver source from the incoming telegram when transfer is judged to be impossible and a communication telegram transmission/reception part 29 creating the inquiry telegram displaying a reason that transfer is impossible and outputting it to the financial institution being the delivery source when output of the inquiry telegram is discriminated to be necessary. .
