Summary:PROBLEM TO BE SOLVED: To provide a heat recovering device, in which heat transmitting area of an economizer can be increased to the limit, and in which correct control can be conducted without generating a problem of boiling even in a case where load fluctuation of a waste gas supply source is large. SOLUTION: This heat recovering device is provided with a waste heat boiler 1 to receive waste heat from the waste heat supply source to generate steam, an economizer 2 to preheat supply water to the waste heat boiler 1, a supply water control part 3 to supply water to the waste heat boiler 1 corresponding to generated steam, and a supply water control part 4 to realize heat exchanging action of the economizer 2.
