Summary: | PROBLEM TO BE SOLVED: To provide image encoding technology with high encoding efficiency on the average in various images and capable of encoding an image at high speed. SOLUTION: This image encoder is equipped with a plurality of scanning prediction arithmetic units 6 each having a scanning path memory 13 which stores a scanning path, a scanning means 14 for scanning the image and generating one-dimensional image and a linearity prediction means 16 for calculating prediction pixel value of a reference pixel of the one-dimensional image from the reference pixel which is within predetermined distance from the pixels of the one-dimensional images and scanned before the pixel of the one-dimensional image to each pixel of the one-dimensional image and calculating a prediction error, wherein mutually different scanning paths are stored in the respective scanning path memories 13 and the image encoder is equipped with an optimal scanning selection means 7 for selecting a scanning prediction arithmetic unit 6 in which encoding efficiency of the prediction error to be outputted by the linearity prediction means 16 becomes the highest and an image encoding means 8 for encoding the prediction error to be outputted by the linearity prediction means 16 of the scanning prediction arithmetic unit 6 selected by the optimal scanning selection means 7.
