Summary:PROBLEM TO BE SOLVED: To provide a magnet roller of high reliability in magnetic properties regardless of its dimensional changes, a developing roller, a developer of high reliability and an image forming apparatus which use the magnet roller and the developing roller and have a superior image quality. SOLUTION: Compound constituted of at least anisotropic magnetic powder and amorphous thermoplastic elastomer is extruded and fabricated into a pipe shape while a magnetic field is applied, the magnetic powder is oriented, and it has a plurality of magnetic poles. In the magnet roller 1 in which post processing like cutting is not performed, roundness ([maximum diameter-minimum diameter]/[maximum diameter]) of the magnet roller cross-section outer diameter is 2% or less.
