PROBLEM TO BE SOLVED: To provide a method for forming a heat shielding coating film having around 40% average reflectance even when black paint, which racks its brains for the cure conventionally. SOLUTION: This method for forming the heat shielding coating film comprises a step to form a white undercoating film, which has ≥70% reflectance as a single coating film when the light of 750-2,200 nm wavelength is used, on the surface of a base material and a step to apply the black paint to the surface of the undercoating film and form the final coating film having ≥60% light transmittance as the single coating film when the light of 750-2,200 nm wavelength is used.
