Summary: | PROBLEM TO BE SOLVED: To count the response time of a network device to a failure or an alarm exactly with high reproducibility. SOLUTION: A data signal generation means 24 generates a data signal D to be provided to an object device 1. An alarm failure addition means 25 inputs a data signal D' to which the alarm or the failure specified by an alarm failure specification means 21 is added in the object device 1. A response detection means 25 judges whether or not the response information to the alarm or the failure is outputted from the object device 1. A time counting means 27 counts the time from the timing when the alarm or the failure is added by the alarm failure addition means 25 to the timing when the output of the response information is detected by the response detection means 25 and a response time calculation means 28 calculates the response time of the counting target device 1 to the added alarm or failure based on the count result of the time counting means 27.
