PROBLEM TO BE SOLVED: To provide a method for producing a polyurethane-based foam having an arbitrary cell diameter by controlling the amount of nuclei which are the bases of the cells in a raw material of the foam by blowing a prescribed amount of gas into a polyol component prior to the mixing of each raw material forming the polyurethane foam; and to provide an apparatus therefor. SOLUTION: The apparatus for producing the polyurethane-based foam has a first vessel 12 for storing each of the raw materials, a stirring mechanism 16 for stirring each of the stored raw materials to form a foaming raw material M, a discharging hole 12a formed at the bottom part of the first vessel 12, and for discharging the foaming raw material M to the exterior under the batch control, and a second vessel 14 for receiving the foaming raw material M discharged from the discharging hole 12a and promoting the foaming. A supplying pipe 15 for blowing a prescribed amount of the gas G into the polyol component comprising at least a polyol and stored in the first vessel 12 is installed in the first vessel 12.
