Summary:PROBLEM TO BE SOLVED: To provide an offset printing device which is intended for continuously printing a PDP electrode pattern with excellent printability, and a printing method. SOLUTION: In an offset printing device 1 equipped with fixtures 4 and 5 for drying the surface of a blanket roll and a fixture 6 for cooling the surface of the blanket roll, the cooling fixture 6 is constituted of a metallic roll 6 which rotates in contact with the surface of the blanket roll and so that the relationship between the surface velocity A of the metallic roll 6 and the surface velocity B of the blanket roll during contact rotation is A>B.
