Summary:PROBLEM TO BE SOLVED: To surely dissolve almost the whole amount of gaseous chlorine produced by electrolysis. SOLUTION: In the cell part 20 of the electrolyzer 12, the vicinity of an introduction port 22 is provided with a recessed part 26. The introduction port 22 is provided to the tangential direction of a circle in the horizontal cross-section of the recessed part 26. Thus, dilute hydrochloric acid aqueous solution introduced from the introduction port 22 lowers to the lower direction of the cell part 20 along the circumferential direction of the tapered diameter-shrunk part of the recessed part 26 while being spirally rotated, so that the rotating flow of the dilute hydrochloric acid aqueous solution is produced. Hydrochloric acid is electrolyzed by the energizing of a cathode 32 and an anode 50 to produce gaseous chlorine at the anode 50. The gaseous chlorine drops out from the surface of the anode 50 by the rotating water, is dissolved into the water, and is thereafter discharged together therewith.
