Summary:PROBLEM TO BE SOLVED: To facilitate gain adjustment by load changes during the execution of reactive power compensation for suppressing voltage flickers generated by an arc furnace load or the like. SOLUTION: A plurality of compensation device models are provided beforehand. Compensation amounts are calculated by the plurality of models. The control amount of the compensation model, when the smallest compensation amount of a plurality of the compensation amounts obtained as the result of the calculation, is adopted as the actual control amount.
