Summary:PROBLEM TO BE SOLVED: To provide a road surface state determination device and a method and a road surface state determination program capable of determining the road surface state during traveling, particularly slipperiness between the tire during traveling and the road surface at high determination accuracy. SOLUTION: The road surface state determination device is provided with a speed detection means; a car body speed operation means; a car body acceleration operation means; a rotation radius operation means for determining the rotation radius of the vehicle; a slip ratio operation means for determining the slip ratio from an average wheel speed of a driving wheel of the wheel speed and a car body speed; a first index operation means for primarily regressing the slip ratio and the car body acceleration to determine the first index, i.e., a regression coefficient when the rotation radius is a first determined value or higher; a second index operation means for determining a second index, i.e., a fluctuation amount from the difference of the revolution number of left and right wheels of the vehicle when the rotation radius is a second predetermined value or high; and a road surface state determination means for determining the state of the road surface from the first index and the second index.
