Summary: | PROBLEM TO BE SOLVED: To obtain a uniform surface appearance on the steel sheet provided with an organic composite coating film, when manufacturing it by forming an organic composite coating film comprising an underlayer formed through applying a liquid containing an oxide and phosphoric acid and/or a phosphate compound, and an upper layer formed of a resin coating film thereon. SOLUTION: The method for manufacturing the steel sheet provided with the organic composite coating film comprises applying a treatment liquid containing phosphoric acid and/or a phosphate compound on a galvanized steel sheet or an aluminized steel sheet lower than 50°C, then drying and heating it to form a coating film containing phosphoric acid with a thickness of 0.005 to 4 μm, and forming an organic coating film having a thickness of 0.1 to 5 μm thereon.
