SOLUTION: The solid electrolytic capacitor is made by forming a first dielectric covering film on the surface of an anode made of valve-action metal and furthermore forming thereon a first insulation organic layer, a second dielectric covering film, a second insulation organic layer, a third dielectric film, a third insulation organic layer, a conductive polymer layer, a graphite layer, and a silver layer in this sequence.
