Summary:PROBLEM TO BE SOLVED: To provide a surveillance camera device and a surveillance camera system which can adequately distinguish between lights-out and scheme. SOLUTION: A signal processing circuit 13 divides the digitalized imaged image into a plurality of areas. The digital integration of the imaged image (brightness information) processing is performed for each divided area. For instance, a microcomputer 14 inputs the integration value of a specific area from the signal processing circuit 13 by every one field basis. The lights-out or the scheme is judged by using the integration value of the specific area.
