PROBLEM TO BE SOLVED: To provide a device and method which can detect precisely a damaged portion in a water barrier sheet even when a current flowing in a reference electrode arranged outside the barrier sheet is leaked from a portion other than the damaged portion of the water barrier sheet. SOLUTION: This water leakage detector of the present invention includes one or more of detecting electrode(s) 7 arranged in an upper side of the water barrier sheet 4 laid in a water barrier part 2, the reference electrode 8 arranged on the ground outside the barrier part 2, an electric power source 9 for supplying the current to the reference electrode 8, a current measuring means 10 for measuring the current flowing through the each detecting electrode 7, and a guard electrode 12 for limiting an inspection objective area 11 and arranged to include at least one detecting electrode 7 within the inspection objective area 11, in the upper side of the water barrier sheet 4. Water leakage within the inspection objective area 11 is detected by moving at least one of the at least one detecting electrode 7 included within the inspection objective area 11 and by measuring the current flowing in the at least one detecting electrode 7.
