Summary:PROBLEM TO BE SOLVED: To provide an image processing apparatus for monitoring capable of reducing unnecessary detection even in the case of an image change attended with movement and also making a report when a regular report object is found out. SOLUTION: A recognition processing section 12 of the image processing apparatus for monitoring comprises: a discrimination processing section 15 for discriminating whether or not an object is an intruder on the basis of a feature quantity and motion information calculated by the processing of a pre-stage; a cross-reference re-setting section 16 for performing re-setting of cross-referencing when the report object is found out; a changing area distance discrimination section 17 for discriminating a moving distance of a changed area; a changed area accumulation section 18 for accumulating changed areas after finding out of the report object; and an accumulated Feret's diameter discrimination section 19 for discriminating longitudinal and lateral sizes of an accumulated Feret's diameter.
