Summary:PROBLEM TO BE SOLVED: To match a flash ROM with a large delete unit with a file system and to prevent reduction in lifetime due to the turning-off and the like of a power source during data storage. SOLUTION: For transferring data stored in a record having a certain erasing block to a record of the other erasing block, the state information of a destination record is set to be "secured" (step Sb1), while the state information of a shift source record is set to be "formerly effective" (step S2). Data stored in the shift source record are copied to the destination record (step Sb3), and the state information of the destination record is set to be "effective" while the state information of the source record is set to be "ineffective".
