PROBLEM TO BE SOLVED: To provide a video mediation system and method, a program and a recording medium for improving the efficiency of a monitoring job, reducing costs, improving the quality of the monitoring job and securing the secrecy of a monitoring object further. SOLUTION: The identification information of a camera device and a display device relating to the monitoring object and the request condition of a monitoring requester are registered by the monitoring requester, the identification information of a monitoring device and the contract condition of a monitoring contractor are registered by the monitoring contractor, and a contract condition and a request condition are compared. On the basis of the compared result, the video image of the camera device relating to registration in which the contract condition and the request condition satisfy a suitable condition is relayed to the monitoring device and a monitoring report by the monitoring device is relayed to the display device relating to the registration. The contract condition and the request condition are the conditions including the skill information or work unit price of a monitoring contract desiring person and the suitable condition is the condition that the skill information and the work unit price in the contract condition and the request condition match within a prescribed range.
