Summary:PROBLEM TO BE SOLVED: To eliminate the need for specially providing a light source for discriminating the conditions of the road surface and the need for a complicated optical system. SOLUTION: A television camera 1 is arranged in such a way that an angle θ1 formed by its optical axis O1 and the normal N to the road surface 4 may relatively become large and images an image including a prescribed region in the road surface 4. A television camera 2 is arranged in such a way that an angle θ2 formed by its optical axis O2 and the normal N of the road surface 4 may relatively become large and images an image including the image of the prescribed region in the road surface 4. On the basis of a pixel signal corresponding to the prescribed region from the television camera 1 and a pixel signal corresponding to the prescribed region from the television camera 2, the state of the road surface is distinguished.
