Summary:PROBLEM TO BE SOLVED: To provide solid polymer fuel cell structure in which the deterioration of function can be suppressed, even in the condition of fuel deficiency. SOLUTION: Moisture retaining layer containing 5 to 20 wt.% of water retaing material which enhances the water retainability to the total weight of the electronic conductive material and the water retaining material is provided on a carbon base material in an anode dispersion layer. Or the carbon particles, in which the water-absorbing quantity is ≥150cc/g in saturated water vapor pressure at 60°C is contained, the water absorption rate at 60°C is made to be 40 to 85% and the difference in pressure by pressure difference measuring method is ≤60 to 120mmaq. The ratio of catalyst material charge quantity in cathode catalyst layer, existing in proton-conducting path from the polymer electrolyte film measured using the cyclic voltammetry method, is set ≥15% with respect to charged quantity of all the catalyst materials existing in the cathode catalyst layer.
