PROBLEM TO BE SOLVED: To provide a waste management system and waste management method capable of preventing the illegal dumping and improper disposal of waste by selecting a collection and transport agent and a disposal agent by the discharger of the waste. SOLUTION: The collection and transport agent reads a bar code 61 attached to the waste 6, when entrusted with the waste 6 discharged by the discharger, by a mobile phone 4, and transmits it to the server 1 of a management center. The server 1 registers the information related to the waste 6 discharged by the discharger in a DB 2 based on the transmitted bar code 61, and reports it to the disposal agent designated by the discharger. When the collection and transport agent carries the waste 6 to the disposal agent, the disposal agent reads the bar code 61 attached to the waste 6 by a PC 5, and transmits it to the server 1 of the management center. The server 1 registers the information related to the waste 6 carried in by the collection and transport agent in the DB 2 based no the transmitted bar code 61, and reports it to the discharger.
