PROBLEM TO BE SOLVED: To efficiently issue an written application and a certificate for examination, based on an examination application via a network. SOLUTION: This examination application processing system receives a written application issuing offer applied via a terminal equipment of an examinee student through the network (step S101). The examination application processing system issues the written application based thereon (step S103), and sends the written application to the examinee student. The examinee student adheres a photograph onto the received written application, sends it to a university, and pays the examination fee. The examination application processing system writes down money receipt information into an examinee student DB 15 (step S104), and updates examinee student information, using a data of the photograph adhered to the written application sent by the examinee student(step S105).
