Summary:PROBLEM TO BE SOLVED: To provide a method for controlling the access to a specific network and the like in accordance with a situation of the execution of a computer virus cleaning program on a client terminal side. SOLUTION: A virus check server 2 collects the execution situation information of anti-computer virus program held by a client terminal 4, determines whether the computer virus cleaning program is properly executed in the client terminal 4 or not on the basis of the execution situation information, and the access to a PPTP server 3 is restricted in a case when the computer virus cleaning program is not properly executed as a result of the determination.
