SOLUTION: The system is equipped with a vehicle position detection means 111 detecting the position of the vehicle, a distance comparison means 113 comparing the distance from the vehicle to a communication device 120 and the distance threshold, a vehicle movement determination means 114 determining whether the vehicle is moved or not, a theft occurrence determination means 115 determining whether the theft of the vehicle occurs or not, a first communication means 116 communicating with the communication device 120, a second communication means 121 communicating with an in-vehicle device 110, a communication device position detection means 122 detecting the position of its own device, and a theft occurrence information means 123 informing the theft occurrence of the vehicle.
