PROBLEM TO BE SOLVED: To solve a problem in which a person who really needs care can not be placed appropriately on a facility for social welfare for the aged due to a placement decision scale system based on the first come and the first served basis in terms of the placement application for the facility for social welfare for the aged, and to enable the person who really needs the care to be placed by priority on the facility in a desired district. SOLUTION: Placement decision for the facility is made based on standardized points allocated on the scale as scales of three degrees of self-reliance on an user, care by a supporter and social resources in terms of eight items such as dietary habit, movability, toilet activities, to keep body clean, understanding and recognition, safety management, social adaptability and problematic behaviors. In order to make an applicant to be placed on the facility desired by the applicant, applications from plural of the facilities are centrally managed. In order to make a procedure to apply for the placement on the facility simpler, parties concerned with the facility are allowed to register the application for the placement using the placement decision scale system via the Internet inside the facility or a place where the party has gone (a residence for the user).
