Summary:PROBLEM TO BE SOLVED: To inexpensively provide a developing roller whose durability in use is improved by preventing the occurrence of toner adhesion on the surface layer of the developing roller, the occurrence of cracks and the occurrence of scratches due to shaving, and to inexpensively provide a developing apparatus equipped with the developing roller. SOLUTION: As for the developing roller 10 constituted of a core shaft 1, an elastic layer 2 and a surface layer 3 in this order, the surface layer 3 is constituted of a cross-linking reaction compound of (A) polyurethane resin having a carboxy group in molecules, and at least (B) one kind of resin selected out of triazine-based resin and triazine-based resin derivative.
