Summary:PROBLEM TO BE SOLVED: To prevent occurrence of hammering sound or an abrasion sound by suppressing rapid operation in opening and closing an engine valve, and to improve mountability to the engine. SOLUTION: An armature, an electromagnet for an on-off valve, and a spring on the valve opening side are stored in a casing, and a spring on the valve closing side is elastically mounted between the lower surface of the armature and the bottom of a holding hole. An oscillating cam 38 supported by a bracket 36 via a cam shaft 37 is turnably stored in a follower member 35 of the substantially square rectangular frame shape fixed via a guide rod 28 to the center of the armature. The oscillating cam is formed in a slender raindrop shape, and has lamp sections 42b and 43b having long travel distance rolling and contacting with first and second follower surfaces 35a and 35b, and a stopper member 39 that abuts on a step surface 36b of the bracket if necessary and regulates over turning of the oscillating cam, is fixed to the end of the cam shaft.
