Summary:PROBLEM TO BE SOLVED: To mask a privacy protection area wherein a monitor camera is directed almost directly below or above, and set a mask near the end of a screen having the large distortion of an image in masking the monitor camera for protecting privacy without deteriorating monitoring functions, and reduce calculation errors of a mask display due to the mounting position deviation of the camera on its rotating mount. SOLUTION: In a mask setting, a panning and tilt angle at a mask-setting coordinate are calculated from the mask-setting coordinate, a panning and tile angle of a camera rotating mount, a focal length, an object distance, a distance from an imaging element 2 to a panning/tilt rotation center, and the pixel length of an imaging element 2, and stored together with the distance of the object. In a mask display, a mask position at the mask display is calculated from the stored panning and tilt angle at the mask setting coordinate, the object distance, the panning and tilt angle of the camera rotating mount, the focal length, the object distance, the distance from the imaging element 2 to the panning/tilt rotation center, and the pixel length of the imaging element 2.
