Summary:PROBLEM TO BE SOLVED: To provide a precise measurement value with keeping a flow rate always constant. SOLUTION: A flow meter 31 is arranged between an injection pump 11 for sample water and a six-way valve 12. A measurement signal of the flow rate measured with this flow meter 31 is introduced into a controller 32, and therein the measurement signal is arithmetically processed. When the measurement value lowers than a set flow rate from the result of the arithmetic process, the flow rate of the sample water is maintained constant by providing a control signal from the controller 32 to the injection pump 11 to increase the set value of the pump 11.
