Summary:PROBLEM TO BE SOLVED: To provide an inexpensive chromium-free metal surface treatment method which imparts adequate adhesiveness to a laminated metallic material, by using a chromium-free metal surface treatment agent superior in stability. SOLUTION: The chromium-free metal surface treatment method comprises a step of treating an article to be treated with a chromium-free meta surface treatment agent comprising a water-soluble zirconium compound and/or a water- soluble titanium compound, and an organic phosphonate compound, and a step of treating the treated article with an aqueous tannic solution, wherein the organic phosphonate compound has a phosphorus atom constituting a phosphonic group and bonding to a carbon atom, the content of the zirconium and/or the titanium is 20-800 ppm, the content of the organic phosphonate compound is 10-500 ppm, the tannin concentration is 300-8,000 ppm, and the solution of the chromium-free metal surface treatment agent has a pH of 1.6-4.0; and is used for manufacturing a thermoplastic polyester resin-coated metal sheet.
