Summary:PROBLEM TO BE SOLVED: To specify an absolute position of a train based on a small amount of information by an inexpensive method while maintaining high safety, in a train control system capable of specifying the present absolute position of the train and a train control method. SOLUTION: A base station 150 forms a communication area A and has an identification code respectively and each of inexpensive ground elements or the like has an identification code capable of discriminating the ground elements each other arranged in the communication area A. The train 200 accommodates absolute position data of the base station 150 and relative position data of the ground elements 160a or the like against the base station 150 at the every base station 150. The absolute position of the train 200 is specified by checking the absolute position data of the base station 150 and the relative position data of the ground elements 160a based on the identification codes received from the base station 150 and the ground elements 160a or the like.
