PROBLEM TO BE SOLVED: To provide a creating method for offset printing plates by personal computers and an offset printing system for producing printing plates for offset printing with high quality in any display states by laying out pages of an arbitrary plurality of pieces on one piece of output sheet among data composed of a plurality of pages created especially by Windows (registered trademark) version personal computers, in data created by personal computers of varying operation systems and fonts to be displayed and output. SOLUTION: After creating data by Windows version personal computers in a first process, PS (Post Script) files are created in a second process, and PDF (Portable Document Format) files are created in a third process. The data of the PDF files created in the third process is transferred to Macintosh version personal computers in a forth process, layout operations are performed in a fifth process, and the printing plates are output by a high resolution image setter and offset printing plates are created in a sixth process. An offset printer performs print by using the offset printing plates created in the sixth process. A displaying/printing function for a plurality of pieces of the offset printer is used for laying out pages of the arbitrary plurality of pieces on the one piece of the output sheet.
