Summary:PROBLEM TO BE SOLVED: To appropriately control a feed amount of waste to a thermal decomposition furnace and a feed amount of primary air not depending on variations of bulk specific gravity of the waste and of calorific power. SOLUTION: The burning control device is provided with the first judging means 101 judging that the feed amount of the waste arrives at an upper limit value when the feed amount of the waste 2 is in the state to be increased; the second judging means 107 judging that the feed amount of the waste 2 arrives at a lower limit value when the feed amount of the waste 2 is in the state to be reduced; and a change means for changing the lower limit value and the upper limit value of the feed amount of the waste 2 based on a reinforcement learning rule in the case where it is judged that the feed amount of the waste 2 arrives at the upper limit value and in the case where it is judged that the feed amount arrives at the lower limit value.
