Summary:PROBLEM TO BE SOLVED: To provide a treatment method for making waste stable and harmless which stabilizes waste and turns the same harmless, stores the same stably and safely for a long period and simply manages the same in a disposal plant such as the land to be reclaimed. SOLUTION: A waste package 1 formed by packing the waste such as incineration ash and fused fly ash in a packaging material is conveyed to the disposal plant G such as the land to be reclaimed and is stored there. Then, a substance for stabilizing the waste and turning the same harmless is introduced into the waste package 1 during storage and the treatment for stabilizing the waste and turning the same harmless is performed without mixing the same with the other waste.
