Summary:PROBLEM TO BE SOLVED: To facilitate a work of a site manager in maintaining a link collection. SOLUTION: Users are permitted to register new link information to the link collection which is provided from a server terminal 1 to a client terminal 3 by way of a network 4. When the client terminal 3 transmits a link information register request, an automatic register propriety judging part 1001 judges the propriety of automatic register based on previously registered inspection items. When the link information register request is judged to be automatic register impossible, an inspection request part 1002 transmits it to a site manager terminal 2 for an inspection, and receives an inspection result from the site manager. A link register part 1003 adds link information to the link collection, and registers it, concerning the link information register request which is judged to be automatic register possible, and the link information register request which is judged to be automatic register impossible but approved for register in the inspection by the site manager.
